Comparison and impact of the revisions to the Registration Management Regulations for Importers and Exporters of Imported Food (2026 Revision)

The General Administration of Customs issued Announcement No. 150 on October 23, 2026, revising and re-issuing the 'Regulations on the Registration Management of Imported Food Importers and Exporters' (Annex 1 of the former General Administration of Quality Supervision, Inspection and Quarantine of 2012 No. 55), which will be effective from the date of issuance, and the original 2012 version of Attachment 1 will be abolished at the same time. The following will compare the 2012 version and the 2026 version one by one, and explain the impact on import and export enterprises.

1. Overall structure and competent authorities

Chapters: The old version is divided into 'General Provisions/Exporter or Agent Registration/Imported Food Consignee Registration/Supervision and Management/Supplementary Provisions', Chapter 5 and 17 Articles; the new version is merged into 'General Provisions/Recording Conditions and Procedures/Supervision and Management/Supplementary Provisions', Chapter 4 and 13 Articles, and the two types of registration for overseas exporters and domestic importers are merged into the 'Recording Conditions and Procedures' chapter.

Competent authority: Due to the institutional reform in 2018, the change from 'General Administration of Quality Supervision, Inspection and Quarantine/Entry-Exit Inspection and Quarantine Agency' to 'General Administration of Customs/Regional Customs' was officially implemented at the regulatory level.

2. Main changes in filing procedures

matter 2012 old version 2026 new version
Overseas filing acceptance and publication Apply to the General Administration of Quality Supervision, Inspection and Quarantine, process it through the 'Record Management System', and publish it on the website of the General Administration of Quality Supervision, Inspection and Quarantine. Apply to the General Administration of Customs, and the registration information will be published through the 'China Customs Enterprise Import and Export Credit Information Disclosure Platform'; cancel the 'Record Management System', 'Query Number' and other expressions, and change the 'Record Number' to 'Record Code'
Domestic importer (former 'consignee') materials Submit 7 types of paper materials (business license, organization code certificate, quality management system, description of employment within 2 years, etc.), which must be applied before importing, and the processing time limit is 5 working days. You only need to submit the 'Food Importer Registration Information Form', which can be processed together with the Customs import and export goods consignee and consignor registration, and the time limit is reduced to 3 working days.
Registration validity period Not clear Clarify that 'importer and exporter registration is valid for a long time'
Processing channels Filing management system/paper The new addition can be processed online through the International Trade 'Single Window' or 'Customs Government Services', supplemented by paper.
change Scattered regulations for exporters and consignees respectively Unified to 'apply to the filing customs within 60 days from the date of change'; for relocation, apply to the customs at the place of destination, and any changes involving the consignor or consignor's filing should be changed simultaneously.
Log out No concentration clause A new Article 8 is added, listing 5 cancellation situations (dissolution/bankruptcy/termination; cancellation and revocation by the market supervision department; voluntary application; cancellation of consignor and consignor registration; other legal situations)
Declaration filling Please indicate the name of the importer and exporter and the registration number when applying for inspection. When declaring import, fill in the name of the importer and exporter, the unified social credit code of the domestic food importer, and the registration code of the overseas exporter or agent.

3. Adjustment of the wording of supervision and management

Articles 14 and 16 of the old version include 'entering bad credit records', 'cancelling the registration number', 'strengthening inspection and quarantine' and other heavier disciplinary statements; Articles 10 and 12 of the new version are changed to 'customs can conduct on-site inspections, review or request submission of materials' and 'correct and improve if any discrepancies are found within the time limit; if the requirements are not corrected in a timely manner, they will be ordered to correct within the time limit'. The language is more standardized and flexible, and the handling of falsehoods or violations is more handled by other laws and regulations.

4. Other textual revisions

According to the formulation basis, the 'Implementation Regulations' of the 'Food Safety Law' are added, and the 'Measures for the Administration of Imported and Exported Food Safety' completes the 'People's Republic of China' prefix.

The scope of application is simplified from 'within mainland China (excluding Hong Kong and Macau)' to 'within China'; the list of products outside the schedule is simplified (grain varieties, oil seeds, fruits, edible live animals, etc. are deleted).

The terminology is unified: 'Consignee' → 'Importer', 'Filing Number' → 'Filing Code'; the name of the attachment table is adjusted accordingly.

5. Impact on import and export enterprises

Burden reduction and benefits

1. The filing materials are greatly simplified, the time limit is 5 → 3 working days, and can be processed together with the consignee and consignor filing, and the compliance cost is significantly reduced.

2. 'Long-term validity' eliminates the need for repeated renewals; online 'single window/customs government services' processing is more convenient.

3. The rules for changes and cancellations are clear and unified, and supervision has shifted from punishment to 'ordering corrections within a time limit', which is more gentle and standardized, and expectations are more predictable.

New obligations and connections that enterprises need to pay attention to

1. The declaration information must be more accurate: a new 'Uniform Social Credit Code for Domestic Importers' has been added, and the consistency requirements for customs declaration and filing information have been improved.

2. Changes must be handled within 60 days, especially relocation and change of subject status (dissolution/revocation, etc.) to avoid being ordered to make corrections or even cancel.

3. System platform switching: The original 'Record Management System' and the General Administration of Quality Supervision, Inspection and Quarantine website announced that it has been deactivated. Existing registered companies need to pay attention to the migration of information to the 'China Customs Enterprise Import and Export Credit Information Disclosure Platform' and check the filing status in a timely manner.

4. Terminology and document updates: 'Consignee/Registration Number' in internal systems, contracts, and system fields should be simultaneously changed to 'Importer/Recording Code' to prevent inconsistencies in docking.
