Preface
In order to continue to promote the paperless process of customs clearance, on September 21, 2026, the special channel approval function for import and export declarations was officially launched at the national customs . In the future, when enterprises handle special channel business, they do not need to go to the customs site and can submit information for processing online , making customs clearance more convenient and efficient.
01What is a 'special channel'?
Due to the logical prosecution limitations of the customs information system, some customs declaration data that meet the requirements of laws and regulations must be manually determined by the customs whether to accept the declaration. This type of customs declaration data needs to be declared through a 'special channel'.
Common situations include:
(1) The original customs declaration form is re-declared after being revoked with customs approval, and the original online supervision certificate and electronic ledger have expired, or have been verified by the original customs declaration form and cannot be de-verified;
(2) The relevant documents clearly allow declaration, but are restricted by computer programs, customs clearance parameters, and prosecution conditions, resulting in the inability to declare normally;
(3) Other situations that require manual intervention and can be declared through special channels.
The specific applicable circumstances shall be determined by the customs office at the place of declaration.
02Enterprise online application operation process
01Initiate approval
After the enterprise declares at the China International Trade Single Window, if it fails to pass the logical inspection of the customs information system, the system will push a refund receipt。
For customs declaration forms that meet the applicable circumstances of special channels, enterprises can contact the customs office at the place of declaration. If the customs confirms that it meets the declaration requirements after preliminary review, the customs will initiate a special channel approval process and send a notice to supplement the supporting documents to the enterprise. The enterprise can receive the supplementary instruction in the customs declaration form receipt.
This change in the process eliminates the need for enterprises to submit special channel paper application materials to on-site customs. After successfully submitting the information online, the on-site customs processing progress can be followed in real time on the customs declaration receipt interface.

02Upload materials
After receiving the supplementary transmission instruction, the reporting enterprise uploads relevant certification materials through a single window. The operation steps are as follows:
Declaration entrance
China International Trade Single Window → Business Application → Port Law Enforcement Declaration → Cargo Declaration Column → [Cargo Declaration] → [Special Channel]

Information retrieval
Enter the customs declaration number on the special channel page and click Query to view the current status of the customs declaration.

Data upload
Click [Attached Documents] to upload materials according to document category; click [Declaration] after verification to submit the information to the customs intranet and wait for review by on-site customs officers.

03Things to note
(1) When an enterprise receives a single-window chargeback receipt, it should first self-examine the reason for the chargeback and confirm that the declaration is compliant. Only customs declarations that are subject to customs system logic verification restrictions and comply with regulatory regulations can apply for special channel declarations.
(2) The special channel is not an 'inspection-free channel'. The application requires all supporting materials. For matters involving special items, animal and plant quarantine licenses, etc., approval documents must be obtained in advance to ensure that the documents are consistent with the data in the customs declaration form. Enterprises bear legal responsibility for the authenticity, accuracy and standardization of submitted materials.
(3) After the special channel declaration is successful, if you have any questions about follow-up services such as release, please consult the customs at the place of declaration.
(4) If the order is returned due to inaccurate customs system verification rules, you can contact the on-site customs for feedback system optimization suggestions.
