[Policy Announcement] General Administration of Customs Announcement No. 223 of 2025 (Announcement on Quarantine Requirements for Imported Iranian Kiwis)

In accordance with the relevant laws and regulations of my country and the regulations of the General Administration of Customs of the People's Republic of China (hereinafter referred to as China) and the Ministry of Agriculture of the Islamic Republic of Iran (hereinafter referred to as Iran) regarding the phytosanitary requirements for Iranian fresh kiwifruit exported to China, from now on, the import of Iranian fresh kiwifruit that meets the following relevant requirements is allowed.

1. Basis for inspection and quarantine

(1) 'Biosafety Law of the People's Republic of China';

(2) 'Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine' and its implementation regulations;

(3) 'Food Safety Law of the People's Republic of China' and its implementation regulations;

(4) 'Measures for the Supervision and Administration of Inspection and Quarantine of Imported Fruits';

(5) 'Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture of the Islamic Republic of Iran on Phytosanitary Requirements for Iranian Fresh Kiwis Exported to China.'

2. Names of goods allowed to be imported

Fresh kiwi fruit (hereinafter referred to as kiwi fruit), the scientific name is Actinidia deliciosa, and the English name is Kiwi Fruits.

3. Permitted Origin

Kiwi fruit producing areas in Iran.

4. Approved orchards and packing plants

The orchards, packaging plants and cold treatment facilities exported to China must be audited by Iran and approved and registered by China. Registration information includes name, address and registration number to facilitate accurate traceability when exported goods do not comply with the provisions of this announcement. Before the annual export season, Iran provides the Chinese side with a list of enterprises, which will be published on the website of the General Administration of Customs after being reviewed and approved by the Chinese side.

5. List of quarantine pests of concern to China

1. Mediterranean fruit fly Ceratitis capitata

2. Lobesia botrana

3. Fig wax scale Ceroplastes rusci

4. Pseudomonas syringae pv. actinidiae

5. Pseudomonas viridiflava

6. Pre-export management

(1) Orchard management.

1. Kiwi fruit orchards exported to China should establish a complete quality management and traceability system under the supervision of Iraq, implement Good Agricultural Practices (GAP) or carry out phytosanitary management, maintain sanitary conditions in the orchards, promptly clean up fallen fruits, remove rotten fruits during harvest, etc., and implement integrated pest management (IPM), including regular pest monitoring surveys, physical, chemical or biological pest control, and agricultural operations and other control measures to control possible pests.

2. Iran should formulate management plans for quarantine pests that China is concerned about and organize and implement orchard monitoring in accordance with the requirements of the International Standard for Phytosanitary Measures No. 6 (ISPM 6). In the first year of trade, the monitoring plan and corresponding comprehensive prevention and control measures must be supervised by Iran, and detailed measures must be provided to China upon request. The monitoring and prevention of pests in orchards should be implemented under the supervision and guidance of technical personnel, who should receive training from Iran or its authorized institutions. Once quarantine pests of concern to China are discovered, prevention and control measures should be taken immediately.

3. All orchards exported to China should keep pest monitoring and control records and provide them to China upon request. Control records include detailed information such as the names, active ingredients, application dates, chemical concentrations and usage amounts of all chemicals used during the growing season.

4. For the Mediterranean fruit fly, orchards exported to China must take comprehensive field management measures, including monitoring and trapping, and using chemical control or biological control methods to reduce the population density of the Mediterranean fruit fly. The monitoring time should be from the beginning of flowering stage to the end of harvesting stage. The density of traps in orchards exported to China is 1 trap per hectare (orchards less than 3 hectares must have at least 3 traps), and traps should be checked every 2 weeks. Once the Mediterranean fruit fly is detected, effective control should be carried out immediately.

5. In response to the grape moth, orchards exported to China must adopt comprehensive field management measures, including monitoring and trapping, and using chemical control or biological control methods to reduce the density of the grape moth. The monitoring time should be from the beginning of the flowering period to the end of the harvest period. The density of traps in the orchards exported to China is 1 trap per hectare (orchards less than 3 hectares should have at least 3 traps). The traps should be checked every 2 weeks and the traps should be replaced every four weeks. Once the grape vine moth is detected, effective control should be carried out immediately.

6. Regarding the fig wax scale, orchards exported to China should carry out monitoring under the supervision and guidance of Iranian technical personnel. From flowering to harvest period, the focus should be on investigating whether the fig wax scale is present on branches, stems, leaves and fruits. If symptoms of the pest are discovered, measures should be taken immediately, such as biological, physical or chemical prevention and control, to control the occurrence of the pest.

7. For Pseudomonas syringae pathogenic variants of kiwifruit and Pseudomonas chloroform, orchards exported to China should carry out monitoring under the guidance of Iran. Monitor from flowering to harvest at least every 2 weeks. If harmful organisms or their corresponding symptoms are found during monitoring, biological, physical or chemical methods should be used for timely prevention and control. If the orchards are not completely prevented and treated, Iran will suspend the orchards’ qualifications to export to China and notify China immediately. Upon request, Iran should provide China with investigation reports or management records on these two pests.

(2) Packaging factory management.

1. The processing, packaging, storage and shipment of kiwifruit exported to China should be carried out under the quarantine supervision of Iran or its authorized officials. Packaging and cold storage facilities should be maintained in good hygienic condition and should have features to prevent reinfection by pests (such as insect screens).

2. During the packaging process, kiwi fruits must be washed, brushed, sterilized, sorted, graded, and defective fruits removed to ensure that they are free of insects, mites, rotten fruits, branches, leaves, and soil.

3. If packaged kiwis need to be stored, they should be put into storage immediately and stored separately to avoid reinfection by harmful organisms.

4. Containers containing Chinese kiwifruit must be inspected during packing to ensure they are in good sanitary conditions.

(3) Packaging requirements.

1. Packaging materials should be clean, unused, and comply with China's relevant plant quarantine and hygiene requirements. If wooden packaging is used, it must comply with the requirements of the International Standard for Phytosanitary Measures No. 15 (ISPM 15).

2. Each packaging box must be marked with the name of the fruit, country, place of origin, name of the orchard and packaging factory or its registration number in Chinese or English. Each box and pallet should be marked 'Exported to the People's Republic of China' or 'Exported to the People's Republic of China' in Chinese or English.

(4) Quarantine processing requirements.

Kiwifruit exported to China should be subject to cold treatment measures against Mediterranean fruit flies. The cold treatment should be carried out under the supervision of Iran or its authorized personnel and in accordance with the pre-export cold treatment operating procedures (Annex 1) or the cold treatment operating procedures during export transportation (Annex 2). Cold treatment index requirements should meet any of the following conditions:

(1) 1.11°C or below (pulp temperature), treated continuously for 14 days or more;

(2) 1.67°C or below (pulp temperature), treated continuously for 16 days or more;

(3) 2.22°C or below (pulp temperature), continuous treatment for 18 days or more.

(5) Pre-export inspection and quarantine.

1. Iran or its authorized agencies should conduct sampling inspections of kiwi fruits exported to China at a rate of 2% for each shipment. The minimum sampling volume is 1,200 fruits, and at least 60 of them or suspicious fruits discovered during the inspection should be subjected to fruit dissection inspection or quarantine identification. If no phytosanitary problems occur within two years, the sampling ratio can be reduced to 1%, but not less than 600 fruits.

2. If quarantine pests, branches, leaves or soil that China is concerned about are found, the entire batch of goods will not be exported to China, and the relevant orchards and packaging plants will not be exported to China during this export season until Iran finds out the cause and takes improvement measures. At the same time, Iran should keep seizure records and provide them to China upon request.

(6) Phytosanitary certificate requirements.

1. For goods that have passed quarantine, Iran should issue a phytosanitary certificate in accordance with the International Standard for Phytosanitary Measures No. 12 (ISPM 12), indicate the name or registration number of the orchard and packing house, and fill in the following additional statement: 'This consignment complies with requirements specified in the Protocol of Phytosanitary Requirements for Export of Fresh Kiwi Fruits from Iran to China, and is free from any quarantine pests of concern to China.'(This batch of goods complies with the requirements of the Phytosanitary Protocol for Iranian Fresh Kiwis Exported to China and does not contain quarantine pests of concern to China.)

2. For pre-export quarantine treatment, the quarantine treatment method, treatment temperature, duration, name of the treatment facility or registration number and other information should be indicated on the phytosanitary certificate. For cold treatment in transit, 'Cold treatment in transit' should be marked on the phytosanitary certificate, and the treatment temperature, duration, container number, seal number, etc. should be noted.

3. Before the official start of trade, Iran should provide China with a sample of the phytosanitary certificate.

7. Entry Inspection and Quarantine and Unqualified Treatment

When kiwifruit exported to China arrive at China's entry port, Chinese Customs will implement inspection and quarantine in accordance with the following requirements.

(1) Verification of relevant certificates and logos.

1. Verify whether the imported kiwi fruit has obtained an entry animal and plant quarantine permit.

2. Verify whether the phytosanitary certificate complies with the provisions of Article 6 (6) of this announcement.

3. Check whether the markings on the packaging boxes and pallets comply with the provisions of Article 6 (3) of this announcement.

4. For goods subject to cold treatment before export, it is necessary to check whether the phytosanitary certificate, the cold treatment results report signed and confirmed by the Iraqi side, and the fruit temperature probe calibration record meet the requirements of Article 6 (4) of this announcement.

5. For goods undergoing cold treatment during transportation, it is necessary to check whether the phytosanitary certificate, cold treatment report, fruit temperature probe calibration record, etc. meet the requirements of Article 6 (4) of this announcement.

(2) Entry inspection and quarantine.

1. Kiwis exported to China should enter through ports where China allows the import of fruits.

2. Inspection and quarantine of imported kiwi fruits shall be carried out in accordance with relevant laws, administrative regulations, rules and other provisions and the requirements of this announcement. If they pass the inspection and quarantine, entry shall be allowed.

(3) Treatment of unqualified products.

1. If it is found to come from unapproved orchards, packing plants or cold processing facilities, the shipment will be prohibited from entry.

2. If the cold treatment is deemed to be invalid, the batch of goods will be subject to onshore cold treatment (can be carried out in the container), return, destruction and other treatment measures.

3. If quarantine pests of concern to China or living organisms of quarantine pests newly emerging in Iran are found, or soil, plant residues, etc. are found, the batch of goods will be returned, destroyed, or quarantined and disinfested.

4. If any goods are found to be inconsistent with Chinese food safety laws, regulations and national standards, the batch of goods will be returned or destroyed.
