1. Introduction background

Article 17 of the 'Regulations on the Implementation of the Entry and Exit Animal and Plant Quarantine Law of the People's Republic of China' stipulates:

The state implements a registration system for foreign production, processing, and storage units that export animal and plant products to China. Specific measures shall be formulated by the agricultural administrative department of the State Council.

In order to further strengthen the traceability management of imported agricultural products and improve the efficiency of customs clearance, in accordance with the 'Entry and Exit Animal and Plant Quarantine Law of the People's Republic of China' and its implementation regulations and other relevant regulations, the relevant requirements for the declaration management of overseas enterprises of imported agricultural products are announced.

3. Application requirements

When importers declare the import of agricultural products in the catalog, they should fill in the Chinese registration number (registration number in China) of the overseas enterprise in the certificate column (license category code 302) of the 'Registration of Enterprises for Overseas Production, Processing and Storage of Imported Animals and Plants and Their Products' under the 'Product Qualifications' item of the customs declaration form or filing list. If the same customs declaration involves multiple commodity items, the Chinese registration number of the corresponding enterprise (registration number in China) should be filled in item by item.。
