To support the high-quality development of multimodal transport and improve the level of customs clearance facilitation for international multimodal transport goods, the General Administration of Customs has decided to launch a pilot project for the supervision of sea-rail combined transport and water-to-water transfer multimodal transport of imported and exported goods based on the previous pilot. Relevant matters are now announced.
1. The term 'multimodal transport' as used in this announcement refers to the intermodal transport mode in which the mode of cargo transportation is container transport, the domestic transportation mode is railway transportation or water transportation, and the inbound and outbound transportation mode is water transportation. Enterprises can carry out pilot projects for multimodal transport supervision models according to their own needs.
2. The scope of goods carried by multimodal transport shall comply with the 'Measures of the Customs of the People's Republic of China on the Supervision of Transit Goods' (published by the General Administration of Customs Order No. 89) and relevant regulations.
Containers carrying goods should comply with the relevant requirements of the 'Regulations of the Customs of the People's Republic of China on the Supervision of Containers and Container-Type Truck Cars Used to Load Customs-supervised Goods' (General Administration of Customs Order No. 110).
Vessels carrying goods within the country should comply with the relevant requirements of the General Administration of Customs Announcement No. 73 of 2022 (Announcement on Clarifying Matters Related to the Registration Management of Transport Enterprises Carrying Domestic Waterborne Customs Goods and Their Vessels).
3. Multimodal transport operators and their agents (hereinafter referred to as intermodal transport operators) and customs-supervised workplace operating enterprises (hereinafter referred to as site operating enterprises) may apply for multimodal transport business data transmission with the customs through the International Trade 'Single Window' or with the 'Multimodal Transport Business Data Transmission Application Form'.
Intermodal transport operators and site operating enterprises should transmit multimodal transport application forms and related electronic data to the customs through the 'single window' of international trade. The intermodal transport operator may entrust an agency to transmit electronic data related to multimodal transport in the entrusted place.
'Multimodal Transport Business Data Transmission Application Form', 'Imported Goods Multimodal Transport Application Form Data Items', 'Exported Goods Multimodal Transport Application Form Data Items', 'Arrival Information Data Items', 'Departure Information Data Items', 'Outbound Logistics Information Supplementary Data Items' and 'Domestic Logistics Information Change Numbers'. 'Based Items', 'LCL Report Data Items', 'Loading Application Data Items', 'Waybill Splitting Application Data Items', 'Agent Company Change Data Items', 'Import and Export Multimodal Transport Goods Declaration Form, Multimodal Transport Application Form and Related Electronic Data Filling Specifications' are detailed in Appendix 1-12.
4. Operation process.
(1) Import process.
1. The intermodal transport operator shall transmit the import multimodal transport application form to the customs after the original manifest of the multimodal transport goods is transmitted. After the customs accepts the multimodal transport application form, the consignee of the imported goods and the entrusted customs declaration enterprise can go through the declaration procedures for the imported goods.
2. Site operating enterprises should go through the loading and departure procedures after receiving the customs multimodal transport application release information, and promptly transmit the departure information to the customs after leaving the site.
3. If it is necessary to reload the means of transport within the country, the site operating enterprise shall transmit the arrival information to the customs after the goods arrive at the reloading place, and carry out the reloading operation in accordance with the notice from the customs agreeing to the reloading.
4. Site operating enterprises should go through the procedures for reloading and leaving the site after the goods have been reloaded, and promptly transmit the departure information to the customs after leaving the site.
5. After the goods arrive at the designated place of shipment, the site operating enterprise should transmit the arrival information to the customs. Once the customs receives the relevant information, it can handle the inspection and release procedures for the goods.
6. If the domestic segment involves multi-trip transportation, the relevant information shall be transmitted in segments in accordance with the requirements of items 3 and 4 above.
(2) Export process.
1. The intermodal transport operator shall transmit the multimodal transport application form to the customs before going through the export goods declaration procedures.
2. After the goods arrive at the place of departure, the site operating enterprise transmits the arrival information to the customs. Once the customs receives the relevant information, it can handle the inspection and release procedures for the goods.
3. Site operating enterprises should go through the loading and departure procedures after receiving the customs multimodal transport application release information, and promptly transmit the departure information to the customs after leaving the site.
4. If it is necessary to reload the means of transport within the country, the site operating enterprise shall transmit the arrival information to the customs after the goods arrive at the reloading place, and carry out the reloading operation in accordance with the notice from the customs agreeing to the reloading.
5. Site operating enterprises should go through the procedures for reloading and leaving the site after the goods have been reloaded, and promptly transmit the departure information to the customs after leaving the site.
6. After the goods arrive at the exit point, the site operating enterprise should transmit the arrival information to the customs.
7. If the export multimodal transport application form does not fill in the outbound transport logistics information, the intermodal transport operator should supplement and transmit the outbound logistics information before the goods leave the country.
8. If the domestic segment involves multi-trip transportation, the relevant information shall be transmitted in segments in accordance with the requirements of items 4 and 5 above.
5. Seals should be applied during the transportation of multimodal transport goods, and intermodal transport operators should keep the seals intact during the intermodal transport process. Seals imposed by the Customs may not be opened or damaged without the consent of the Customs. For multimodal transport goods that are transported within the country by water transport or railway, if the commercial seal is intact, no customs seal is required. If a customs seal needs to be imposed, it shall be imposed by the customs office where the goods are located at the customs supervision workplace.
6. If the domestic transportation service is provided by the same combined transport operator, and railway transportation is involved during the change of shipment, with the consent of the customs, the change of goods can be carried out at a non-customs supervised operation site, and the arrival and departure information of the goods will be transmitted by the combined transport operator. The customs can send personnel to supervise loading and unloading, and can conduct inspections of goods when necessary.
7. Information changes and deletions.
(1) To change or delete the multimodal transport application form, the multimodal transport operator shall apply to the customs at the place of entry or departure.
(2) To change domestic logistics information, the intermodal transport operator or the agency company in the place of entrustment should apply to the customs that received the latest arrival information.
(3) To change the outbound logistics information, the combined transport operator or the agency company in the place of entrustment shall apply to the customs office at the place of departure.
(4) To split the bill of lading (way) for imported goods or the multimodal transport bill for export goods in the multimodal transport application form, or to change the number and weight of the goods, the multimodal transport operator should apply to the customs at the place of shipment or departure.
(5) If the goods need to be replaced with containers or commercial seals for any reason, the intermodal transport operator should notify the customs at the place of shipment or departure, and go through the procedures for changing containers and seals under customs supervision.
(6) If the arrival and departure information is abnormal, after receiving the notification from the customs, the intermodal transport operator or site operating enterprise shall promptly explain the situation to the customs where the goods are located, and change the electronic data of the multimodal transport application form to the customs or delete and resend the arrival and departure information according to the actual situation.
(7) The agency relationship between the multimodal transport operator and the agency enterprise can be changed or supplemented.
8. If the goods are canceled for export after the multimodal transport application form is released, they do not need to be transported back to the place of departure. The intermodal transport operator shall apply to the customs office at the place of departure for the completion of the multimodal transport application form after the relevant cargo declaration form is cancelled.
9. This announcement involves the meaning of terms used.
The place of departure refers to the place where export multimodal transport goods are declared and shipped.
The exit point refers to the port where exported multimodal transport goods leave the customs territory.
The entry point refers to the port where imported multimodal transport goods enter the customs territory.
The place of shipment refers to the place where imported multimodal transport goods arrive for customs declaration.
The transshipment place refers to the location where multimodal transport goods are loaded, unloaded, and transshipped within the country.
Arrival information refers to information that reflects the actual arrival of multimodal transport goods at a customs supervision operation site or a customs-approved location.
Departure information refers to information that reflects the situation of multimodal transport goods leaving the departure place or transshipment place.
This announcement will be effective from January 27, 2026. If the content in the attachment of General Administration of Customs Announcement No. 137 of 2024 is inconsistent with this announcement, the content in the attachment to this announcement shall prevail.
