General Administration of Customs Announcement No. 239 of 2025 (Announcement on Quarantine Requirements for Imported Fresh Avocados from Rwanda) The following is the content of the announcement:
General Administration of Customs Announcement No. 239 of 2025
In accordance with the relevant laws and regulations of my country and the regulations of the General Administration of Customs of the People's Republic of China (hereinafter referred to as the Chinese side) and the Ministry of Agriculture and Animal Resources of the Republic of Rwanda (hereinafter referred to as the Rwanda side) regarding the phytosanitary requirements for Rwandan fresh avocados exported to China, with immediate effect, the import of Rwandan fresh avocados that meet the following relevant requirements is allowed.
1. Basis for inspection and quarantine
(1) 'Biosafety Law of the People's Republic of China';
(2) 'Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine' and its implementation regulations;
(3) 'Food Safety Law of the People's Republic of China' and its implementation regulations;
(4) 'Measures for the Supervision and Administration of Inspection and Quarantine of Imported Fruits';
(5) 'Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Animal Resources of the Republic of Rwanda on phytosanitary requirements for Rwandan fresh avocados exported to China.'
2. Names of goods allowed to be imported
Fresh avocado (hereinafter referred to as avocado), the scientific name is Persea americana, and the English name is Avocado.
3. Permitted Origin
Rwanda avocado growing region.
4. Approved orchards and packaging plants
Avocado orchards, packaging plants and fumigation treatment facilities exported to China must be reviewed by the Rwanda side and approved and registered by the Chinese side. Registration information includes name, address and registration code to accurately trace the source when exported goods do not comply with the relevant provisions of this announcement. The registration list should be provided to China by Rwanda before the export season every year.
5. List of quarantine pests of concern to China
1. Mediterranean fruit fly Ceratitis capitata
2. Natal fruit fly Ceratitis rosa
3. Thaumatotibia (= Cryptophlebia) leucotreta
4. Spodoptera littoralis
5. Rastrococcus invadens

6. Pre-export management
(1) Orchard management.
1. Orchards exported to China should establish and implement Good Agricultural Practices (GAP) under the supervision of Rwanda, including maintaining sanitary conditions in orchards, cleaning up fallen fruits in a timely manner, etc., and implement integrated pest management (IPM), such as pest monitoring and investigation, chemical or biological control, and agricultural operations and other prevention and control measures, to avoid or minimize the occurrence of quarantine pests of concern to China on avocados.
2. Orchards exported to China must have personnel trained by Rwanda or its authorized institutions to conduct monitoring and investigation of quarantine pests of concern to China. If quarantine pests of concern to China are discovered, corresponding control measures should be taken immediately.
3. Orchards exported to China should keep pest monitoring, investigation and prevention records for at least 2 years and provide them to China upon request. Pest monitoring and prevention records should include monitoring time, names of pests found, and prevention measures taken; chemical prevention and control records should include detailed information such as the names, active ingredients, concentrations, and application dates of all chemical reagents used during the growing season.
4. For the Mediterranean fruit fly, Natal fruit fly and apple worm, comprehensive management measures should be adopted in avocado production areas, including the use of chemical control, biological control and mating interference measures, or the use of other control methods, etc., to control the occurrence of pests or maintain a low prevalence level of pests.
5. For harmful organisms of concern to China, such as the West African mealybug, Spodoptera exigua and avocado scab, monitoring and surveys need to be carried out from the flowering period to the harvest period, at least once every two weeks, focusing on inspecting fruits, fruit stalks, branches, stems, leaves and other parts. If pests or their corresponding symptoms are discovered during monitoring, preventive measures including chemical or biological control should be taken promptly to control the occurrence of pests or maintain a low prevalence level of pests.
The specific monitoring plans and comprehensive management measures for the above pests must be approved by the Rwanda side and provided to the Chinese side as required.
(2) Packaging factory management.
1. Avocado processing, packaging, storage and shipment must be carried out under the quarantine supervision of Rwanda or its authorized officials.
2. During the processing, processes such as water washing, fruit brushing, manual picking, and grading should be carried out to ensure that there are no live insects, bad fruits, inferior fruits (over-ripe fruits, peeled fruits, scarred fruits, black spots, deformed fruits, etc.), branches, leaves, soil, etc. The fruit stalk shall not be longer than 3 mm.
3. Packaging materials should be clean, hygienic, unused, and comply with China's relevant phytosanitary requirements. If wooden packaging is used, it must comply with International Standard for Phytosanitary Measures No. 15 (ISPM 15).
4. If packaged avocados need to be stored, they should be put into storage immediately and stored separately to avoid reinfection by pests. Each packaging box must be marked with information such as the name of the fruit, the country of export, the place of origin (city, county or district), the name of the orchard or its registration number, the name of the packaging factory or its registration number. Each box and pallet must be marked 'Exported to the People's Republic of China' or 'Exported to the People's Republic of China' in Chinese or English.
5. Containers should be inspected before shipment to ensure they are in good sanitary condition. Necessary anti-insect measures should be taken when packing.
(3) Quarantine processing requirements.
Avocados exported to China should be fumigated with phosphine before export under the supervision of authorized personnel from Rwanda to eliminate fruit flies and apple moth. Fumigation treatment indicators are as follows:

(4) Pre-export inspection and quarantine.
1. Rwanda should conduct sampling inspection on each batch of avocados exported to China at a ratio of 2% of each batch of goods. The minimum sampling volume is 1,200 fruits. At the same time, at least 60 fruits in the 2% sample or suspicious fruits discovered during the inspection should be dissected and inspected. If no phytosanitary problems occur within two years, the sampling ratio can be reduced to 1%, but the sampling amount shall not be less than 1,200 fruits.
2. If live quarantine pests of concern to China are found, the entire batch of goods shall not be exported to China. Rwanda should find out the reasons and take improvement measures. At the same time, inspection records are kept and provided to the Chinese side upon request.
(5) Phytosanitary certificate requirements.
1. For avocados that have passed the quarantine, Rwanda should issue a phytosanitary certificate, indicating the orchard, packing house or their registration number and container number, and indicate in the additional statement: 'This consignment complies with the requirements specified in the Protocol of Phytosanitary Requirements for Export of Fresh Avocado Fruits from Rwanda to China, and is free from quarantine pests of concern to China.'(This batch of avocados complies with the requirements of the Phytosanitary Protocol for Rwandan Fresh Avocados Exported to China and does not contain quarantine pests of concern to China.)
2. In the quarantine treatment column of the phytosanitary certificate, the dosage, duration and treatment temperature of phosphine used for fumigation treatment must be indicated, as well as the name of the fumigation treatment enterprise or its registration number.
7. Entry Inspection and Quarantine and Unqualified Treatment
When avocados exported to China arrive at the Chinese entry port, Chinese Customs will implement inspection and quarantine in accordance with the following requirements.
(1) Verification of relevant certificates and logos.
1. Verify whether imported avocados have obtained the 'Entry Animal and Plant Quarantine Permit'.
2. Verify whether the phytosanitary certificate complies with Article 6(5).
3. Check whether the packaging complies with Article 6 (2).
(2) Entry inspection and quarantine.
1. Avocados exported to China should enter from ports where China allows the import of fruits.
2. Inspection and quarantine shall be implemented in accordance with Chinese laws, regulations, national standards and other provisions. Entry will be allowed if the goods pass inspection and quarantine.
(3) Treatment of unqualified products.
1. If it is found that the goods come from unregistered orchards, packaging factories, etc., the goods will not be allowed to enter the country in accordance with relevant regulations.
2. If the fumigation treatment is deemed to have failed or is ineffective, the batch of goods will be returned, destroyed or disinfested.
3. If quarantine pests of concern to China or living organisms of quarantine pests newly emerging in Rwanda are found, the goods will be returned, destroyed or disinfested.
4. If it is found that the goods do not comply with China's food safety laws, regulations and national standards, the batch of goods will be returned or destroyed.
