General Administration of Customs: Allows the import of fresh pineapples from Indonesia that meet relevant requirements (with quarantine requirements)

General Administration of Customs Announcement No. 74 of 2022 (Announcement on Phytosanitary Requirements for Imported Fresh Pineapples from Indonesia)

According to the relevant laws and regulations of my country and the 'Protocol of the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture of the Republic of Indonesia on the Phytosanitary Requirements for the Export of Fresh Pineapples from Indonesia to China', from now on, the import of fresh pineapples from Indonesia that meet the following relevant requirements is allowed:

1. Inspection and Quarantine Basis

(1) 'Biosafety Law of the People's Republic of China';

(2) The Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine and the Regulations on the Implementation of the Entry and Exit Animal and Plant Quarantine Law of the People's Republic of China;

(3) 'Food Safety Law of the People's Republic of China' and 'Regulations on the Implementation of the Food Safety Law of the People's Republic of China';

(4) Measures for the Supervision and Administration of Inspection and Quarantine of Entry Fruits;

(5) 'Protocol of the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture of the Republic of Indonesia on Phytosanitary Requirements for the Export of Fresh Pineapples from Indonesia to China'.

2. Names of commodities permitted to be imported

Fresh pineapple (hereinafter referred to as 'pineapple'), scientific name Ananas comosus (L.) Merr., English name Pineapple.

3. Permitted place of origin

All over Indonesia.

4. Approved orchards and packing houses

Pineapple orchards and packaging plants exported to China should be registered with the Agricultural Quarantine Bureau of the Ministry of Agriculture of the Republic of Indonesia (referred to as 'IAQA'), and jointly approved by the General Administration of Customs of the People's Republic of China (referred to as 'GACC') and IAQA.Registration information should include name, address and registration number.The registration list should be provided by IAQA to GACC before the export season every year, and GACC will publish the registration list on the official website.

6. Requirements before export

(1) Orchard management.

1. Pineapple orchards exported to China should establish and implement Good Agricultural Practices (GAP) to ensure traceability of the production process, maintain orchard hygienic conditions, and implement Integrated Pest Control (IPM) such as pest monitoring, chemical or biological control and control measures such as farming operations.

2. Under the supervision and guidance of IAQA, orchards exported to China must monitor and comprehensively control the quarantine pests of concern to China.The monitoring and control of pests should be carried out under the guidance of technical personnel.Technicians should be trained by IAQA or its authorized body.

3. Orchards exported to China should record the monitoring and control information of pests, keep them for at least two years, and provide them to GACC upon request.The records should include information on the active ingredients of chemicals used in the production process, application dates and doses.

4. For butterflies, scale insects and mites, orchards exported to China must carry out visual monitoring from the flowering period to the harvesting period, at least once every two weeks, focusing on the inspection of stems, branches, leaves and fruits.For the pineapple brown-grey butterfly, trapping monitoring is also required.If pests or corresponding symptoms are found during monitoring, control measures including chemical or biological methods should be taken immediately to control the occurrence of pests or maintain a low prevalence level of pests.

(2) Management of packaging plants.

1. The processing, packaging, storage and shipment of pineapples exported to China must be carried out under the quarantine supervision of IAQA or its authorized officials.

2. The processing and packaging process of pineapples must be carried out in a registered packaging factory, and should undergo manual picking, screening, brushing or high-pressure water gun washing to ensure that the crown and fruit are free of insects, mites, snails, rotten fruit, grass seeds, and plants. debris and soil, etc.

3. If the packaged pineapple needs to be stored, it should be put into the warehouse immediately and stored separately to avoid re-infection by harmful organisms.

4. The packaging plant should establish a traceability system to ensure that pineapples exported to China can be traced back to registered orchards, and should record the date of processing and packaging, the name of the orchard or its registration number, the number of pineapples, the date of export, the number of exported pineapples, the country to which it was exported, and the number of the container. , seal number and other information.If chemicals are used during processing, information such as the date of use, name, active ingredients, and dosage of the chemicals should be recorded.Records should be kept for at least two years.

(3) Requirements for packaging and transportation.

1. Packaging materials should be clean, hygienic, unused, and comply with China's relevant phytosanitary requirements.

2. Each packing box must be marked in English with the name of the fruit, the exporting country, the producing area, the name of the orchard or its registration number, the name of the packing house or its registration number and other information.Each packing box and pallet should be marked in Chinese or English 'Exported to the People's Republic of China' or 'Exported to the People's Republic of China'.

3. Pineapples exported to China should be transported in clean and hygienic airtight containers with seals attached, and the seals should be kept intact when they arrive at the Chinese entry port.

4. If wooden packaging is used, it must comply with the relevant requirements of International Standard for Phytosanitary Measures No. 15 (ISPM 15).

(4) Quarantine before export.

1. In the first two years after the pineapples are exported to China, IAQA shall conduct a sampling inspection at a rate of 2% of each shipment, and conduct a dissection inspection of 3% of the sampled fruits against fruit-boring insects. Not less than 10.If no phytosanitary problems have occurred within the previous two years, IAQA may reduce the sampling inspection rate to 1%.

2. If live quarantine pests of concern to China are found, the whole batch of goods shall not be exported to China.IAQA should immediately take measures to suspend relevant orchards and packing houses until the reasons are identified and effective improvement measures are taken; at the same time, relevant records should be kept and provided to GACC upon request.

(5) Requirements for phytosanitary certificates.

For pineapples that have passed the quarantine, IAQA shall issue a phytosanitary certificate, indicating the name or registration number of the orchard and packing house, and indicate in the additional statement: 'This consignment is in compliance with the requirements specified in the Protocol of Phytosanitary Requirements for Export of Fresh Pineapple Fruits from Indonesia to China, and is free from quarantine pests of concern to China.'(This shipment complies with the Protocol on Phytosanitary Requirements for the Export of Fresh Pineapples from Indonesia to China, and does not contain quarantine pests of concern to China. )

IAQA shall provide GACC with samples of phytosanitary certificates for confirmation and filing before the project starts.

7. Entry Inspection and Quarantine and Disqualification Treatment

When the pineapple arrives at the Chinese port of entry, the Chinese customs will implement quarantine according to the following requirements.

(1) Verification of relevant certificates and logos.

1. Check whether the imported pineapple has obtained the 'Entry Animal and Plant Quarantine License'.

2. Check whether the phytosanitary certificate complies with the provisions of Article 6(5) of this requirement.

3. Check whether the logo on the packing box complies with the provisions of Article 6(3) of this requirement.

(2) Entry inspection and quarantine.

1. Pineapples exported to China should be imported from ports that GACC allows to import fruit.

2. Implement inspection and quarantine in accordance with relevant laws, administrative regulations, rules and other regulations, and those who pass the inspection and quarantine will be allowed to enter the country.

(3) Handling of non-compliance with requirements.

1. If it is found that it comes from an unapproved orchard or packing house, the batch of pineapples will not be allowed to enter the country.

2. If quarantine pests of concern to China, or new quarantine pests or soil in Indonesia are found, the batch of pineapples shall be returned, destroyed or eliminated.

3. If it is found that it does not meet China's national food safety standards, the batch of pineapples will be returned or destroyed.

4. GACC will immediately notify IAQA if it finds that the above does not meet the requirements, and suspend the import of pineapples from relevant orchards and packaging plants as the case may be.IAQA should identify the reasons for the non-conformity and make rectifications to prevent similar situations from happening again.Based on IAQA's rectification results, GACC decides whether to lift the suspension.

8. Compliance Review

Before the trade starts, with the assistance of IAQA, GACC will send experts to conduct on-site inspections or remote video inspections of pineapple production areas exported from Indonesia to China to ensure that they meet the relevant requirements of this quarantine requirement.

9. Retrospective review

According to the development of pineapple pests in Indonesia and the interception at the port of entry, GACC will conduct further pest risk assessment and negotiate with IAQA to adjust the list of quarantine pests of concern to China and the corresponding quarantine measures.If necessary, GACC may conduct a retrospective review of the implementation of this quarantine requirement, including sending experts to Indonesia for on-site assessment.
