In the early reform pilot work, the customs at the declaration place will focus on reviewing the completeness and consistency of the information filled in by the consignee or consignor of imported hazardous chemicals or their agents in the declaration system and the submitted materials.Although most enterprises are able to fill in the declaration information and submit relevant materials in accordance with the requirements of the General Administration of Customs Announcement No. 129 of 2020, there are mismatches between the declared information items, mismatches between the Matching errors.Examples of related common errors and document review requirements are as follows:
Common Mistake 1:
If the 'Inspection and Quarantine Name' declared by the enterprise is a hazardous chemical, 'Cargo Properties' is not checked for 'Package Dangerous Chemicals' or 'Bulk Dangerous Chemicals'; or 'Inspection and Quarantine Name 'Declared as non-hazardous chemicals, 'Cargo Properties' check 'Package Hazardous Chemicals' or 'Bulk Hazardous Chemicals'.

The 'hazard category' declared by the enterprise is '3', but the declared 'inspection and quarantine name' is gas, and the corresponding hazard category is Class 2.

Common Mistake 4:
The packaging category 'Z' reflected in the 'packaging UN mark' column declared by the enterprise is lower than the packaging category '2' filled in the 'packaging category' column.
hint:The packing category reflected in the 'Packaging UN mark' column should generally be higher than or equal to the packing category filled in the 'Packing Category' column.
Common Mistake 5:
The official name of the chemical in the declaration of conformity submitted by the enterprise shall be filled in as the product name.
hint:The official name of the chemical should be filled in the corresponding name in the 'Product Name' column of the 'Catalogue of Hazardous Chemicals' (2015 edition), and the flammable liquid in item 2828 should be filled in with 'synthetic resins, paints, auxiliary materials, coatings containing flammable solvents And other products [closed cup flash point ≤ 60 ℃]'.
Common Mistake 6:
The hazard category of hazardous chemicals in the declaration of conformity submitted by the enterprise is filled in as hazard category.
hint:The hazard category should fill in the actual GHS classification of the declared imported goods.
Other common mistakes:The information on the product name/composition, hazard category, packaging UN mark and other information declared by the enterprise is inconsistent with the information in the declaration materials; the product name, composition/composition, hazard, pictogram of the Chinese hazard publicity label and safety data sheet sample provided by the enterprise etc. Inconsistent.

Enterprises that import or export hazardous chemicals or export dangerous goods must truthfully declare in accordance with the requirements of relevant laws and regulations.

In order to further strengthen the safety management of imported hazardous chemicals, according to the requirements of the General Administration of Customs, Shanghai Customs will pilot the reform of the inspection mode of imported hazardous chemicals, and issued a relevant notice on November 25, 2022.
1. Pilot period and scope
From December 1, 2022, a pilot program will be implemented for hazardous chemicals declared for import from Shanghai Pujiang Customs.During the 3-month pilot period, it will be extended to all hazardous chemicals imported from ports under the jurisdiction of Shanghai Customs.
2. Changes in the inspection location of the pilot model
The inspection mode of the pilot reform will adjust the inspection location from the port to the port or the destination.The General Administration of Customs shall set the inspection link (location) and proportion for the classification of imported hazardous chemicals according to the properties of hazardous chemicals and the type of packaging of dangerous goods.If the port does not have the conditions for on-site inspection, it can be transferred to the destination for inspection.
3. Reporting requirements for enterprises
The 'Announcement on Relevant Issues Concerning the Inspection and Supervision of Imported and Exported Hazardous Chemicals and Their Packaging' (General Administration of Customs Announcement No. 129 of 2020) clearly stipulates that the customs shall be responsible for the import and export of hazardous chemicals listed in the national 'Catalogue of Hazardous Chemicals' (latest version) Product inspection.
At present, the latest version of the 'Catalogue of Hazardous Chemicals' is the 2015 edition, and there are 2828 items listed, and the serial number 2828 is a generic item.Except for the listed items, those that meet the corresponding conditions are classified as hazardous chemicals.
The consignee or consignor of imported hazardous chemicals or their agents must truthfully fill in the inspection and quarantine name, cargo attributes, dangerous goods information, etc. in the 'single window' when declaring customs, and also upload the 'Declaration of Compliance of Imported Hazardous Chemical Enterprises' , Instructions for adding inhibitors or stabilizers (if any), hazard communication labels in Chinese (except for bulk products), samples of safety data sheets in Chinese.
