Q

We are a trader, what should I pay attention to when doing imported aquatic products trade for the first time?Which aquatic products can be imported into China?

First of all, you must meet the admission requirements.According to the regulations, the General Administration of Customs evaluates and reviews the food safety management system and food safety status of the countries (regions) exporting aquatic products to my country, and publishes the 'Food exported to China from countries or regions that meet the requirements of evaluation and review and have traditional trade'. Catalogue, only the aquatic products with controllable risks in this access catalogue are allowed to be imported.

The second is the registration of import and export enterprises.According to the regulations, domestic importers of imported food should file with the customs of their domicile, and overseas exporters or agents should file with the General Administration of Customs. National (regional) competent authorities recommend registration to the General Administration of Customs. After the registration of the General Administration of Customs is approved, the enterprise will be uniformly assigned a registration number in China.

The third is the requirement of accompanying certificates. All aquatic products exported to China must be accompanied by foreign official inspection and quarantine certificates. The certificates should indicate the name of the aquatic products, production mode, overseas production enterprises, production dates or batches and other necessary information. And ensure that the relevant products meet veterinary hygiene requirements and are suitable for human consumption.

The fourth is the requirements for quarantine approval. The General Administration of Customs implements a quarantine approval system for imported amphibians, reptiles, aquatic mammals, other aquaculture aquatic products, and aquatic products exported from Japan to China with high safety and health risks. The consignee of the above-mentioned products shall go through the quarantine examination and approval procedures and obtain the entry animal and plant quarantine license before signing the trade contract.

The fifth is the import inspection requirements. The customs conducts inspections, samples and submits imported aquatic products for inspection in accordance with laws and regulations, national food safety standards, etc. in accordance with system control, and issues an 'Entry Goods Inspection and Quarantine Certificate' to the relevant products after comprehensive assessment.

Q

My company encountered a system prompt during customs declaration that the registration information of the overseas aquatic product manufacturer was inconsistent and the order was refunded. What should I do?

Generally, the registration information of overseas production enterprises is inconsistent in the following situations:

1

The scope of registration of an overseas registered enterprise is inconsistent with the actual declared import of aquatic products. For example, the scope of registration is only fish products, but shrimp is imported, or only wild aquatic products are registered but aquaculture aquatic products are actually imported. In particular, it should be noted that there are also products in overseas cold storage. The registration scope, if the registration scope does not match, can only be returned or destroyed. At the same time, you can apply to the General Administration of Customs through the competent authority of the country (region) where you are located, and add new registered products before exporting to China.

2

If the registration information is not updated synchronously due to changes in the HS code or CIQ code of the customs, the importer can directly contact the customs at the place of declaration to coordinate and solve the problem, and there is no need to apply for a new registered product through an overseas enterprise.

3

If the validity period of the enterprise registration is inconsistent, the importer should confirm that the production date of the batch of products and the date of departure from overseas meet the requirements of the 'Regulations on the Administration of Registration of Overseas Manufacturers of Imported Food', and submit relevant certification materials to the customs. After meeting the requirements, the control will be released.
