The General Administration of Customs assesses and reviews the food safety management systems and food safety conditions of overseas countries (regions) and determines the list of meats that have been admitted to that country (region).

1.Registration of overseas production enterprises.

Overseas production enterprises that export meat to China should be recommended by the competent authorities of the country (region) where they are located to the General Administration of Customs for registration. The General Administration of Customs can only export to China after being registered.

2.Registration for overseas exporters or agents and domestic importers.

Overseas exporters or agents and domestic importers should conduct information filing inquiries through the 'Imported Food and Cosmetics Importer and Exporter Registration System' of the General Administration of Customs.

On-site inspection


1.Container epidemic prevention and disinfection treatment

Upon entry, in accordance with relevant policy requirements, relevant enterprises should implement preventive quarantine for imported frozen meat that requires preventive quarantine.Imported frozen meat may not be unloaded from transportation vehicles and containers without customs permission.
2. Transportation vehicle inspection.
If it is carried in a box, you should check whether the box information is consistent with the application materials. If it is transported through the cold chain, you should check whether the refrigeration and refrigeration environment temperature of the transportation vehicle meets the relevant standards.After unpacking, you should pay attention to check whether the goods are stacked neatly, check whether the inside of the box is clean and sanitary, and whether there are harmful organisms, soil and other prohibited imports.
3.Sensory test

According to the operation instructions, on-site inspectors randomly sample and conduct sensory inspections in accordance with the relevant requirements of GB/T 18088. The inspection content includes but is not limited to the color, odor, organizational form, and whether there is spoilage of imported foods.

4. Packaging and label identification inspection.

Imported frozen meat should be well packaged and use packaging materials that are not easily damaged, are non-toxic and harmless.The internal and external packaging of imported meat products should have strong, clear and easily distinguishable labels in Chinese and English or in Chinese and the exporting country (region), indicating the following: country (region) of origin, product name, production enterprise registration number, production batch number; The specifications, origin (specific to the state/province/city), destination, production date, shelf life, storage temperature, etc. should be marked in Chinese on the packaging. The destination must be marked as the People's Republic of China, and the official name of the exporting country (region) must be applied. Inspection and quarantine identification.
5. Specification inspection.
Check whether the variety, specifications and other items of the goods are consistent with the health certificate, contract, packing list and other documents.Check whether the markings on the outside of the package match the contents.
6. Disinfection.
In any of the following situations, disinfect the potentially contaminated bedding materials, sites, tools, containers, and outer packaging:
(1) The goods are spoiled;

(2) If prohibited import items or vector insects are found in the container, there is a risk of epidemic spread;

7. Laboratory inspection and quarantine.

According to laboratory testing needs, if samples need to be collected, sampling/sampling work will be carried out, and the project will be approved through the laboratory management system after the samples are prepared.The laboratory should complete sample collection, testing, and report issuance in accordance with the requirements of the 'Import and Export Food Safety Supervision, Sampling and Risk Monitoring Work Specifications'.Testing methods and standards are implemented in accordance with national standards and relevant regulations of the General Administration of Customs.


Release and subsequent disposal

Carry out conformity assessment and register the results.Those that meet the inspection and quarantine requirements will be assessed as qualified for inspection and quarantine, and will be released and issued certificates.For those that do not meet the inspection and quarantine requirements, but can be corrected or supplemented according to regulations, the importer or its agent should be required to correct or supplement the declaration information, accompanying documents and related content in accordance with regulations; if it does not meet the requirements after conformity assessment, it shall be If the regulations cannot be corrected or supplemented, it will be assessed as unqualified and transferred to the relevant departments for disposal according to the actual situation.

If the goods pass the comprehensive assessment or pass after technical rectification, an 'Inbound Goods Inspection and Quarantine Certificate' can be issued upon application by the enterprise; if the goods are unqualified after assessment, the customs will issue an 'Inspection and Quarantine Processing Notice'.

Return and destruction will be carried out under the following circumstances:

Imported meat is included in the list of animal and plant products prohibited from entering my country; the country of origin has not passed the food safety management system and food safety status assessment and review; it comes from an overseas food production enterprise that has not obtained registration; it has not obtained an entry animal and plant quarantine permit certificate; does not comply with my country's laws and regulations and national food safety standards; is recalled by the exporting country (region); affects the judgment of the 'three originals' (original container, original seal, original certificate); does not match the goods and certificates, as well as internal and external labels Failure to label information in accordance with regulations, and after evaluation, it is determined that there are potential food safety hazards.
