In order to further strengthen the safety management of imported hazardous chemicals, according to the requirements of the General Administration of Customs, Shanghai Customs will pilot the reform of the inspection mode of imported hazardous chemicals, and issued a relevant notice on November 25, 2022.
1. Pilot period and scope
From December 1, 2022, a pilot program will be implemented for hazardous chemicals declared for import from Shanghai Pujiang Customs.During the 3-month pilot period, it will be extended to all hazardous chemicals imported from ports under the jurisdiction of Shanghai Customs.
2. Changes in the inspection location of the pilot model
The inspection mode of the pilot reform will adjust the inspection location from the port to the port or the destination.The General Administration of Customs shall set the inspection link (location) and proportion for the classification of imported hazardous chemicals according to the properties of hazardous chemicals and the type of packaging of dangerous goods.If the port does not have the conditions for on-site inspection, it can be transferred to the destination for inspection.

3. Reporting requirements for enterprises
The 'Announcement on Relevant Issues Concerning the Inspection and Supervision of Imported and Exported Hazardous Chemicals and Their Packaging' (General Administration of Customs Announcement No. 129 of 2020) clarifies that the Customs shall list the import and export of hazardous chemicals listed in the national 'Catalog of Hazardous Chemicals' (latest version) Product inspection.
At present, the latest version of the 'Catalogue of Hazardous Chemicals' is the 2015 edition, and there are 2828 items listed, and the serial number 2828 is a generic item.Except for the listed items, those that meet the corresponding conditions are classified as hazardous chemicals.
The consignee or consignor of imported hazardous chemicals or their agents must truthfully fill in the inspection and quarantine name, cargo attributes, dangerous goods information, etc. in the 'single window' when declaring customs, and also upload the 'Declaration of Conformity of Imported Hazardous Chemical Enterprises' , Instructions for adding inhibitors or stabilizers (if any), hazard communication labels in Chinese (except for bulk products), samples of safety data sheets in Chinese.

Samples of Chinese safety data sheets should meet the requirements of 'Content and Item Sequence of Chemical Safety Data Sheets' (GB/T 16483-2008) and 'Guidelines for Compilation of Chemical Safety Data Sheets' (GB/T 17519-2013), including at least Chemical and company identification, hazard overview, composition/information on ingredients, first aid measures, firefighting measures, emergency response to spills, handling and storage, exposure controls/personal protection, physical and chemical properties, stability and reactivity, toxicological information, ecology There are 16 sections including medical information, waste disposal, transportation information, regulatory information, and other information.
remind:Document review and verification is implemented by the customs at the place of declaration, and will focus on reviewing the integrity and consistency of the system declaration information and submitted materials. Consignors and consignors of imported hazardous chemicals or their agents are requested to standardize declarations, declare in advance, and actively use 'Imported dangerous goods information filing system' to speed up customs clearance.
