Notice on the End of the Transition Period of the International Trade 'Single Window' Territorial Inspection System 'Authorization Agreement'

According to the 'Announcement of the General Administration of Customs on Optimizing Applications for Inspection and Quarantine before Declaration of Export Goods' (General Administration of Customs Announcement No. 138 of 2025) and the requirements of business departments, the 'Authorization Agreement' function of the territorial inspection system will end the transition period and be officially launched on October 30, 2025.

Starting from October 31, 2025, for inspection and quarantine applications that are export agency applications (that is, the applicant and the consignor, the production unit and the consignor, the application unit and the packaging manufacturer, the application unit and the packaging user unit are not the same company), and the inspection and quarantine application form has not signed a valid 'authorization agreement', its electronic account will no longer be automatically issued; the export dangerous goods packaging application form will not be affected for the time being.

1. Agency declaration requirements

When an enterprise declares the following two types of business as an agent, it should complete and sign an 'authorization agreement' before handling the business. The specific requirements for both parties to the agreement are as follows:

(1) Application for exit inspection and quarantine: The two parties that need to sign an agreement are 'the applicant and the consignor' and 'the consignor and the production unit'.

(2) Application for packaging of dangerous goods for export: The two parties that need to sign an agreement are the 'applicant unit and the packaging manufacturer unit', 'the application unit and the packaging user unit'.

2. Method of signing the agreement

Enterprises can sign an electronic 'Authorization Agreement' through the 'Goods Declaration - Territorial Inspection - Authorization Agreement' module.
