The first 'Enterprise Meat Quarantine License' intelligent approval was completed in Shanghai

Recently, Shanghai Tongjia Trading Co., Ltd. applied for relevant customs quarantine licenses for a batch of cold chain meat imported by the company through the China International Trade Single Window Enterprise. After the company submitted the complete application materials according to the system prompts, it received a text message prompt that the application had been reviewed and successfully obtained the 'Entering Animal and Plant Quarantine License of the People's Republic of China'. This is the first entry meat quarantine license in the country that the system will automatically issue after intelligent approval, marking the entry meat quarantine approval entering the intelligent 'second level' era.

Shanghai Port is an important intersection hub for the domestic and international dual circulation of meat products, connecting more than 200 important ports around the world. The scale of imported meat continues to expand and the variety is becoming increasingly abundant. In the first five months of this year, Shanghai Port imported 1.24 million tons of cold chain meat, accounting for more than 40% of the country; Shanghai Customs issued a total of 5,718 imported meat quarantine licenses, an increase of 31% year-on-year.

In order to improve the customs clearance timeliness for key commodities such as agricultural and food products, Shanghai Customs will organically combine the construction of smart customs with the promotion of cross-border trade facilitation measures. According to the unified deployment of the General Administration of Customs, an intelligent approval system for inbound meat quarantine has been developed and launched to realize the intelligent approval function that integrates 'standardized declaration, intelligent verification, and process management' to create the best 'one-click' experience for enterprises.

'The current domestic market demand for imported meat is strong, and the volume of quarantine license processing is getting bigger and bigger. Our company has handled 190 copies this year.' Chen Lei, deputy general manager of Shanghai Tongjia Trading Co., Ltd., said, 'Before, we had to arrange two employees to be responsible for handling the application. Now, after the customs implements electronic approval, it can directly apply online through the system, and the average approval time can be reduced to less than 10 seconds, which is very convenient.'

While achieving 'approval in seconds and obtaining certificates in seconds', the safety of imported meat food must also be firmly controlled. According to Yang Xuan, the first section of the Food Safety Department of Shanghai Customs, the meat quarantine approval system realizes real-time connection with data such as overseas food production enterprises and designated meat supervision sites of the General Administration of Customs. It has built-in food access rules to realize intelligent auxiliary verification of applicant units, overseas production enterprises, and imported meat products, and reviews and controls the electronic data declared by enterprises one by one, which is more efficient and fast than traditional manual review.
