According to the 'Export Control Law of the People's Republic of China', the 'Regulations of the People's Republic of China on the Export Control of Dual-use Items' and the Order No. 29 of 2005 of the Ministry of Commerce and the General Administration of Customs ('Measures for the Administration of Import and Export Licenses for Dual-use Items and Technologies'), as well as the 'Export Control of Dual-use Items of the People's Republic of China' Import Control List' and the 2026 'Import and Export Tariffs of the People's Republic of China'. The Ministry of Commerce and the General Administration of Customs have adjusted the 'Management Catalog for Import and Export Licenses for Dual-use Items and Technologies' and the adjusted 'Management Catalog for Import and Export Licenses for Dual-use Items and Technologies' is now announced.
Import operators import radioactive isotopes in accordance with the relevant provisions of the 'Regulations on the Safety and Protection of Radioisotopes and Radiation Devices' and the 'Measures for the Administration of Import and Export Licenses for Dual-use Items and Technologies'. After reporting to the Ministry of Ecology and Environment for approval, they apply for an import license for dual-use items and technologies from the Quota Licensing Bureau of the Ministry of Commerce, and go through the import procedures with the customs with the voucher.
This announcement will be officially implemented on January 1, 2026. Announcement No. 67 of 2024 of the Ministry of Commerce and the General Administration of Customs ('Catalogue for the Administration of Import and Export Licenses for Dual-Use Items and Technologies') will be abolished at the same time.
