1. Application process for various commodity licenses

1. Apply online through the Ministry of Commerce website: http://egov.mofcom.gov.cn/list1.shtml?menu=0

2. Click on Dual-use Items and Technology Import and Export Approval

3. After clicking on the online application, enter the unified platform of the Ministry of Commerce’s business system to log in to apply, and submit statutory application materials to the provincial commerce department.

4. The provincial commerce department will forward the application to the Ministry of Commerce. The Ministry of Commerce, together with relevant departments, will conduct an inspection in accordance with the law and provide feedback to the import and export operators of dual-use items within the statutory period. Dual-use items import and export operators shall obtain dual-use items and technology import and export licenses from the provincial commerce authorities with the approval form.

3. Precautions for declaration

1. To import or export by any means, as well as to transit, transship or transport dual-use items and technologies in the 'Management Catalog', you must apply for an import or export license for dual-use items and technologies.

2. The import licenses for dual-use items and technologies are subject to the 'non-batch, one license' system and the 'one license, one customs' system; the export licenses for dual-use items and technologies are subject to the 'one batch, one license' system and the 'one license, one customs' system.

3. When applying for a license, the importer and consignee on the dual-use items and technology import license should be consistent with the business unit and consignee on the customs import goods declaration; the exporter and consignor on the dual-use items and technology export license should be consistent with the business unit and shipping unit on the customs export goods declaration.

4. When importing and exporting items and technologies listed in the 'Catalogue for the Administration of Import and Export Licenses for Dual-use Items and Technologies', regardless of whether the items and technologies are listed with customs commodity numbers in this catalog, import and export operators should apply for import and export licenses for dual-use items and technologies in accordance with the law.

5. If the items and technologies that the export operator intends to export have the risk of being used in weapons of mass destruction and their means of delivery, regardless of whether the items and technologies are included in the 'Dual-use Items and Technology Import and Export License Management Catalog', they should apply for an export license and apply for a dual-use items and technology export license.
