In order to build a strong line of defense at the national gate, eliminate the hidden dangers of the accumulation and storage of dangerous goods, and improve the efficiency of port operation, in accordance with the 'Administrative Measures of the Customs of the People's Republic of China on the Manifests of Inbound and Outbound Transport Vehicles' (Promulgated by Order No. 172 of the General Administration of Customs, Order of the General Administration of Customs) No. 235, Amendment No. 240) and related announcements, the requirements for the transmission of electronic data on dangerous goods manifests are hereby reiterated as follows:
1. The person obliged to transmit the electronic manifest data (hereinafter referred to as the 'manifest transmitter') shall transmit the electronic data of the imported cargo manifest to the Customs in the form of electronic data within the following time limits:
(1) For inbound container ships, 24 hours before the loading of the goods; for container goods transshipped through overseas ports, 24 hours before the last overseas transshipment port is loaded.
(2) For inbound non-container ships, 24 hours before arriving at the first domestic port of destination; if the voyage is within 24 hours, before arriving at the first domestic port of destination.
(3) If the voyage of the inbound aircraft is less than 4 hours, before the aircraft takes off; if the voyage exceeds 4 hours, 4 hours before the aircraft arrives at the first domestic port of destination.
2. The manifest transmitter shall fill in the form according to the requirements of the manifest data item filling specification to ensure the authenticity, accuracy and validity of the data.The manifest transmitter shall accurately fill in the manifest data information such as the name, address, contact number, dangerous goods number, name and contact number of the contact person for dangerous goods.The address of the consignee should be the specific domestic address, and the contact number should be the domestic telephone (mobile phone) number.
3. If the electronic data of the manifest is not filled in or transmitted as required, the customs will impose penalties in accordance with the 'Implementation Regulations of the People's Republic of China on Customs Administrative Penalties' and other relevant regulations.
