The State Administration for Market Regulation (Standard Committee) held a press conference on May 26 to introduce the recently approved GB 23350-2021 'Restriction of Excessive Packaging Requirements for Food and Cosmetics' National Standard No. 1 Amendment Sheet, Advocate green production and green consumption, and promote the high-quality development of the moon cake and zongzi industry

The specific contents of the amendment order include:


one, Reduce the number of packaging layers.Reduced the number of packaging layers for mooncakes and rice dumplings from a maximum of four layers to a maximum of three layers

2. Compress the packaging gap.The necessary space factor is the core index of the packaging gap, which reflects the compactness of the packaging. The smaller the value, the smaller the packaging gap.This time, the necessary space factor of moon cakes has been reduced from 12 to 7, which is equivalent to a 42% reduction in packaging volume; the necessary space factor of rice dumplings has been reduced from 12 to 5, which is equivalent to a 58% reduction in packaging volume.

Third, reduce packaging costs.For mooncakes and rice dumplings with a sales price of more than 100 yuan, the packaging cost will be reduced from 20% to 15% of the sales price; for mooncakes and rice dumplings with a sales price of less than 100 yuan, the packaging cost will remain unchanged at 20%; also require Precious metals and mahogany materials shall not be used for packaging materials

Fourth, strict mixing requirements.Regulation Mooncakes should not be mixed with other products, and rice dumplings should not be mixed with other products that exceed their price.

The implementation date of this amendment is August 15, 2022.
