Announcement No. 140 of 2025 (Announcement on Conditional Restoration of Import of Aquatic Products in Some Regions of Japan) In order to continue to carry out long-term international monitoring of the discharge of water from Japan's Fukushima nuclear-polluted water and independent sampling monitoring of China's independent sampling and monitoring, the Japanese government promises to ensure the quality and safety of aquatic products imported from China, in accordance with China's food safety laws and regulations and the relevant principles of the World Trade Organization's 'Agreement on Implementing Health and Plant Sanitary Measures', in order to safeguard consumers' legitimate rights and interests, China has decided to conditionally restore the import of aquatic products (including edible aquatic animals, the same below) in some regions of Japan. The specific matters are announced as follows: 1. From now on, some aquatic products imported from Japan will resume, except for 10 prefectures including Fukushima, Gunma, Tochigi, Ibaraki, Miyagi, Niigata, Nagano, Saitama, Tokyo, and Chiba. 2. Japanese aquatic products companies that import Chinese food products shall comply with relevant regulations on the registration and management of overseas production enterprises of imported food in my country. Aquatic products manufacturers that have been suspended from import shall reapply for registration in China, and aquatic products produced from the date of registration shall be imported into China; for edible aquatic animals, their breeding and packaging enterprises shall also reapply for registration in China, and trade can be carried out from the date of completion of registration. 3. When applying for import of Japanese aquatic products, you should submit a hygiene certificate, a certificate of radioactive substance testing and a certificate of production area issued by Japan. 4. Customs shall strictly supervise Japanese aquatic products imported from China. Once it is found that they do not comply with relevant laws and regulations and food safety standards in my country, or if the Japanese side fails to effectively fulfill their official regulatory responsibilities, they will take timely control measures to effectively protect the health and safety of our people.
