The export license supervision certificate code is "4". The processing trade export license supervision certificate code is "x". The code of the border small trade export license supervision certificate is "y".
Goods subject to export license management mainly include beef, pork, chicken, wheat, corn, rice, coal, crude oil, refined oil, sawn timber, cotton, automobiles (including complete sets of parts) and their chassis and other commodities.
3. Automatic import license
An automatic import license refers to a license issued by a licensing agency authorized by the Ministry of Commerce to allow import of goods subject to automatic import license management in accordance with the law. The regulatory certificate code for the automatic import license (except for automatic import licensed electromechanical products) is "7", the regulatory certificate code for the automatic import license for electromechanical products is "O", and the regulatory certificate code for the automatic import license for processing trade is "v".
Goods subject to automatic import license management mainly include beef, pork, mutton, sugar, tobacco, crude oil, refined oil, fertilizers, steel, automobile products and other commodities.
2 Determine the licensing requirements for import and export goods
1. Log in to the website of the Ministry of Commerce and check the currently valid cargo catalog through relevant announcements.

This article mainly involves the "Catalogue of Goods under Import License Management (2026)", "Catalogue of Goods under Export License Management (2026)" and "Catalogue of Goods under Automatic Import License Management (2026)".
2. Clarify the type and name of the goods, and confirm whether they are commodities involved in the certificate according to the catalog entries. The commodity number can be used as a reference for customs clearance declaration.
3. Those who have been approved for dual-use items and technology export licenses in the "Export License Management Goods Catalog (2026)" are exempt from applying for export licenses.
4. Pay attention to the effective time of relevant policies. For example, the whey products in the "Cargo Catalog for Automatic Import License Management (2026)" will actually be subject to automatic import license management from January 22, 2026.
5. The scope of some commodities involved in the license has been adjusted in the 2026 version of the catalog, such as the expanded control scope of exported steel products, the reorganization of the import and export of refined oil items, etc. Please see the attached table for specific changes.
3 License application process
Log in to the official website of the Ministry of Commerce or submit materials at the license application window of the relevant issuing agency. After passing the review, an electronic license will be generated. The enterprise can handle customs declaration procedures with the license number.

4 Things to note when filing customs declaration forms
According to relevant announcements jointly issued by the Ministry of Commerce and the General Administration of Customs, electronic data online verification has been implemented for import and export licenses and automatic import licenses.
The import license and export license numbers should be filled in the "License Number" column of the customs declaration form. Only one license number is allowed in a customs declaration form. Import and export licenses are managed under the system of "one license, one customs", "one batch, one license", and "non-batch, one license". For import and export licenses other than one batch, one license, multiple customs declarations can be made at the same port, but the maximum cannot exceed 12 times.
For an automatic import license, fill in the corresponding regulatory certificate code ("7""O""v") in the "Accompanying Document Code" column of the customs declaration form, and fill in the automatic import license number in the "Accompanying Document Number" column.
