In order to further optimize the business environment, improve the efficiency of customs clearance of imported motor vehicles, and promote the sustainable and healthy development of my country's automobile industry, the General Administration of Customs and the Ministry of Public Security have decided to comprehensively promote the 'two certificates into one' reform of the 'Goods Import Certificate (Cars, Motorcycles)' (hereinafter referred to as the 'Certificate') and the 'Inspection Form for Imported Motor Vehicles' (hereinafter referred to as the 'Inspection Form'). The relevant matters are hereby announced as follows:
1. For imported automobiles and motorcycles declared to the customs in accordance with the law, the regulations were originally announced in accordance with the General Administration of Customs Announcement No. 34 of 2015 (Announcement on Matters Related to the 'Goods Import Certificate') and the 'Imported Automobile Inspection Management Measures' (formerly the State Entry-Exit Inspection and Quarantine Bureau Order No. 1). (Revised by General Administration of Customs Order No. 238 and 240) If the 'Certificate' and the 'Vehicle Invoice' are issued separately, after the imported vehicle has completed the release procedures and passed the inspection, a 'two certificates in one' 'Goods Import Certificate (cars, motorcycles)' (hereinafter referred to as the new version of the 'Certificate') will be issued.
2. The consignee of imported goods shall apply to the customs for issuance of a new version of the 'Certificate' within three years after the imported cars and motorcycles are released and pass inspection.
3. When importing non-standard cars, the consignee of the imported goods shall declare the version and model of the original sales destination country car in the 'Specifications and Models' column of the customs declaration form (such as 'Original European regulations', 'Original American regulations', 'Original Canadian regulations', 'Original Middle Eastern regulations', etc.).
4. If the consignee of imported goods applies for the issuance of only one of the 'Certificate' or 'Vehicle Invoice', the application procedures shall be handled in accordance with the original regulations.
5. If there is any inconsistency between the General Administration of Customs Announcement No. 34 of 2015 and this announcement, this announcement shall prevail.
This announcement will come into effect on July 1, 2026. The General Administration of Customs Announcement No. 43 of 2023, the General Administration of Customs and the Ministry of Public Security Announcement No. 70 of 2024, and the General Administration of Customs and the Ministry of Public Security Announcement No. 89 of 2025 are abolished at the same time.
