General Administration of Customs Announcement No. 116 of 2026 (Announcement on Quarantine and Hygiene Requirements for Imported Animal Products from Kazakhstan)

In accordance with Chinese laws and regulations and the regulations of the General Administration of Customs of the People's Republic of China (hereinafter referred to as the Chinese side) and the Ministry of Agriculture of the Republic of Kazakhstan (hereinafter referred to as the Kazakh side) on the quarantine and health requirements for Kazakhstani animal products exported to China, from now on, the import of Kazakhstani animal products that meet the following requirements is allowed.

1. Basis for inspection and quarantine

(1) 'Biosafety Law of the People's Republic of China';

(2) 'Entry and Exit Animal and Plant Quarantine Law of the People's Republic of China' and its implementation regulations;

(3) 'Measures for the Inspection, Quarantine, Supervision and Administration of Entry and Exit Non-Edible Animal Products';

(4) 'Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture of the Republic of Kazakhstan on quarantine and health requirements for animal products from Kazakhstan exported to China' (hereinafter referred to as the 'Protocol').

2. Scope of imported products

Animal products in this announcement refer to industrial products derived from cattle and sheep bones that have been processed through crushing, drying, cooking, refining, spray drying and other processes, including industrial defatted bone pellets, bone oil, peptone, etc.

3. Requirements of production enterprises

Enterprises producing and processing animal products exported to China from Kazakhstan (hereinafter referred to as manufacturing enterprises) shall be approved by the competent authorities of Kazakhstan and recommended by Kazakhstan to China. Those that pass the Chinese assessment will be registered. Manufacturing enterprises should meet the following requirements:

(1) Have a complete veterinary health and epidemic prevention system and product traceability management system, and the production and processing process meets veterinary health requirements;

(2) Have facilities that meet the requirements for production, processing, epidemic prevention and disinfection, sewage and waste treatment;

(3) Have independent warehouses for storing products exported to China, and take effective measures to prevent cross-contamination, insect breeding, and corruption;

(4) The production and processing process is under effective supervision by Kazakhstan.

The registration of a production enterprise is valid for 5 years. Six months before the expiration of the registration, Kazakhstan should submit an extension application to China. After receiving the application, China will handle the extension in accordance with relevant procedures.

4. Requirements for imported products

(1) Hygiene requirements related to the source of raw materials.

1. The animals from which the raw materials come are born and raised in Kazakhstan for at least 6 months, and are healthy animals under effective supervision by Kazakhstan;

2． There must be no major animal diseases such as anthrax, foot-and-mouth disease, peste des petits ruminants, rabies, sheep pox and goat pox within a radius of 50 kilometers centered on the farms and slaughterhouses where the animals are sourced;

3． The animals from which the raw materials come are slaughtered in Kazakhstan-approved slaughterhouses, have passed pre-slaughter and post-slaughter quarantine, and have no clinical symptoms of animal infectious diseases.

(2) Production and processing requirements.

1. Use thermal processing methods such as drying, cooking, refining, and spray drying for production. Thermal processing should ensure that the center heating temperature of the product is not lower than 120°C and lasts for at least 30 minutes;

2． If other production and processing techniques are used, they should be able to completely inactivate foot-and-mouth disease and peste des petits ruminants viruses, and should be evaluated and approved by the Chinese side;

3． Industrial pigments should be added to industrial oil products. The pigment should be added in sufficient amount and evenly, so that the final product appears dark green;

4. Kazakhstan effectively supervises the production and processing process to ensure that processing temperature, time, industrial pigment addition, etc. continue to meet requirements.

5. Packaging and labeling requirements

(1) Brand new materials should be used for packaging, complying with veterinary hygiene and public health requirements;

(2) Chinese and English labels are printed directly on the outer packaging. The label information includes the product name, the name of the production company and its registration number, and the production date, and the words 'Not for human consumption' are marked in a prominent position.

6. Storage and transportation requirements

Products should be kept clean during storage and transportation after packaging, and effective measures should be taken to avoid contamination during storage and transportation.

7. Pre-export inspection and certificate requirements

(1) Animal products shall be inspected and quarantined by Kazakhstan, and a health certificate shall be issued based on the certificate sample confirmed by both parties to prove that the product meets the requirements of the Protocol;

(2) Each batch of animal products exported to China must be accompanied by at least one official original health certificate.

8. Entry inspection and quarantine requirements

(1) Quarantine approval.

If quarantine approval is required, the importing enterprise shall handle it in accordance with relevant regulations and obtain an 'Entry Animal and Plant Quarantine License'.

(2) Certificate verification.

1. For those requiring quarantine approval, check whether an 'Entry Animal and Plant Quarantine Permit' is attached;

2. Check whether it comes from a registered enterprise;

3． Verify whether the health certificate is authentic and valid.

(3) Cargo inspection.

In accordance with relevant laws, administrative regulations, rules and other provisions, and in conjunction with the requirements of this announcement, China Customs implements inspection and quarantine on animal products exported to China from Kazakhstan. Those that pass inspection and quarantine will be allowed to enter the country.

(4) Handling of unqualified situations.

Unqualified products will be disposed of in accordance with Chinese laws and regulations. For production companies that have serious problems or multiple substandard problems, China will take measures such as strengthening inspection and quarantine or suspending imports.
