Announcement on the pilot project of self-service inquiry and printing of customs declaration documents and electronic data

Announcement of General Administration of Customs No. 146 of 2025

In order to further optimize the business environment at the port and facilitate enterprises to obtain customs declaration documents and data within the storage period, the General Administration of Customs decided to carry out self-service inquiry and printing of customs declaration documents and data at Beijing, Manzhouli, Fuzhou, Xiamen, Qingdao, Changsha, Guangzhou, Huangpu, Haikou and Nanning Customs from August 1, 2025. The following announcement is now made on relevant matters:

　　1. The customs declaration certificate referred to in this announcement refers to the 'Customs Import and Export Goods Customs Declaration Form of the People's Republic of China' and the 'Customs Import and Export Goods Registration List of Customs Import and Export Goods of the People's Republic of China' that have completed customs procedures (hereinafter referred to as customs clearance) and have been sorted and archived, and does not include the accompanying documents.

　　2. The storage period for customs declaration documents is: 11 years after customs declaration documents such as tax reduction and exemption, processing trade non-valuation equipment, etc.; 5 years after customs declaration documents are cleared by processing trade (except for non-valuation equipment), and 3 years after customs declaration documents are cleared by customs declaration documents other than the above situations.

　　3. In addition to customs breach of trust in customs enterprises and residences (main business places) registered at customs (main business places) that cannot be found and cannot be contacted by customs filing contact information, the consignee of import and export goods other than customs filing enterprises that cannot be contacted by customs filing contact can self-service query and print customs declaration documents within the storage period of the pilot customs declaration through the 'Customs Declaration Document Query Printing' function in International Trade'Single Window' and the corresponding customs declaration documents data can be exported simultaneously.

　　4. The customs declaration documents printed by self-service inquiry have the same effect as the customs declaration documents issued by the customs document archive management department. The exported customs declaration document data is for internal management of the enterprise only and is not used as proof of enterprise import and export business activities or other evidence or proof.

　　5. If you cannot self-inquiry and print customs declaration documents due to the use of paper customs clearance, paper customs clearance to paper customs clearance or other reasons, you can continue to apply to the customs where you apply through the current customs declaration document review channel.

　　This announcement shall come into effect on August 1, 2025.
