On October 15, 2025, the 'Belt and Road' Customs Food Safety Cooperation Conference was successfully held in Shanghai. With the theme of 'Deepening International Cooperation Mechanisms to Jointly Promote Trade Security and Facilitation', the meeting summarized the new achievements of customs food safety cooperation under the 'One Belt and One Road' in recent years, learned from each other's new experiences and new achievements, discussed the new situations and new challenges facing food safety, and jointly planned new measures for 'One Belt and One Road' customs food safety cooperation and co-management. The meeting adopted the 'Shanghai Declaration on Jointly Promoting Trade Facilitation and Shared Food Safety' and launched the 'Silk Road Food Safety' information platform online. Representatives of 11 countries signed the 'Belt and Road' Customs Food Safety Cooperation Mechanism Charter on-site to officially join the mechanism, bringing the number of member countries of the mechanism to 18. During the meeting, China also signed agricultural and food product access cooperation documents with representatives from many countries.
1. New Chapter of Collaboration: Food Safety Cooperation along the Belt and Road Enters a New Stage
The 2025 'Belt and Road' Customs Food Safety Cooperation Conference attracted more than 100 people from food safety authorities, embassies and consulates in China, and representatives of international organizations from 21 countries co-constructing the 'Belt and Road'. The meeting summarized the new achievements of customs food safety cooperation under the 'One Belt and One Road' in recent years, learned from each other's new experiences and achievements, discussed the new situations and new challenges faced by the current food safety, and jointly planned new measures for 'One Belt and One Road' customs food safety cooperation and joint governance.
Sun Meijun, Director of the General Administration of Customs, pointed out in his keynote speech that the 'Belt and Road' customs food safety cooperation mechanism has made progress in many aspects since its establishment in 2023. China Customs is willing to work with the food safety authorities of various countries to take this meeting as an opportunity to implement global governance initiatives, vigorously promote the Silk Road spirit, deepen practical cooperation in food safety governance, and promote safer and more convenient trade in agricultural and food products.
Sun Meijun issued 4 suggestions :
Adhere to the principle of advocating morality and respecting the law ,and further consolidate the main responsibility of food enterprises for quality and safety;
Adhere to scientific supervision ,and give full play to the leading role of international rules and standards;
Adhere to joint construction and joint governance ,to achieve shared responsibility for food safety throughout the entire chain from farm to table;
Adhering to mutual benefit and win-win ,results allows global consumers to share the results of high-level food safety governance.
Zhao Zenglian, deputy director of the General Administration of Customs, introduced the 'Belt and Road' Customs Food Safety Cooperation Mechanism, which will share the following trade facilitation measures with all participating parties: first, speeding up the food access process , second, optimizing the registration of production enterprises, third, strengthening food safety supervision capacity building, and fourth, establishing a special class docking mechanism. Not only should all kinds of delicacies be 'available' and 'go out', but also consumers should be able to eat with peace of mind, confidence and comfort.
Since the 'Belt and Road' Customs Food Safety Cooperation Mechanism was officially established in 2023 , ,the General Administration of Customs has signed 197 agricultural and food product access cooperation documents with relevant countries, adding ,428,000 new imported agricultural and food product companies registered in China ,, and simplifying the access requirements for 11 categories of low-risk products such as bird's nest products, processed aquatic products, and frozen fruits, etc., injecting new momentum into deepening regional cooperation and expanding economic and trade exchanges.
According to the latest data from the General Administration of Customs, in the first three quarters of this year , ,China's imports and exports to the 'Belt and Road' countries were 17.37 trillion yuan, a year-on-year increase of 6.2%, accounting for 51.7% of the total import and export value, and the proportion increased by 1.1 percentage points; among them, the food trade volume reached 915.24 billion yuan, an increase of 2.5%, and the cooperation results continued to expand. Among the value of my country’s agricultural product imports, those from co-building countries accounted for 69.1%, a proportion that increased by 3.1 percentage points compared with the same period last year. The trade index between China and countries co-building the 'Belt and Road' rose to 198 in 2024. The proportion of co-building countries in my country's imports and exports exceeded 50% for the first time, and further increased to 51.7% in the first three quarters of this year.
2. Fruitful results: Many countries join hands to build the 'Food Security Silk Road'
This meeting was fruitful, and the Shanghai Declaration on Jointly Promoting Trade Facilitation and Sharing Food Safety was adopted , reaching a consensus on common goals and principles, jointly improving governance capabilities and levels, jointly adopting safety and convenience measures, and jointly building the 'Silk Road Food Safety' information platform . ,On October 16, the newly built 'Silk Road Food Safety' information platform (platform link: brifs.tbtsps.cn ) was officially launched ,to provide strong information support for national food safety information sharing and trade facilitation.
The meeting also saw 11 new countries, including Uzbekistan and Bolivia , sign the Charter of the Belt and Road Customs Food Safety Cooperation Mechanism and officially join the mechanism, bringing the number of member countries of the mechanism to 18. Before the meeting 。, the second Belt and Road Customs Food Safety Cooperation Training Course was successfully held .
In terms of food access cooperation, which has attracted the most attention, the Youding Research Institute combined Xinhua News Agency, the General Administration of Customs and official reports from participating countries and confirmed that during this meeting, the General Administration of Customs signed 14 bilateral cooperation agreements with 10 countries including South Africa and Belarus, which solved the latest access for 15 kinds of sub-agricultural and food products.
Belarus Turkey : Ivan Smilhin, Deputy Minister of Agriculture and Food of Belarus, a new member of the mechanism , said at a press conference on the 15th that this meeting proved the development and growth of this cooperation mechanism, and that the concept of global food safety governance has been increasingly recognized by countries around the world. Belarus actively responded to the four-point initiative put forward by Director Sun Meijun and signed a new food export agreement with the General Administration of Customs of China. The turkey meat export agreement ,hopes to share experience in food safety supervision with counterparts from various countries, promote the elimination of trade line barriers and technical barriers, and create a more convenient cross-border trade business environment. It also hopes that more countries will join the 'Food Safety Pact' like China and Belarus and increase bilateral food trade under the 'Belt and Road' framework.
Kazakhstan Pork: During the meeting, the General Administration of Customs and the Ministry of Agriculture of Kazakhstan signed a protocol on inspection, quarantine and safety requirements for Kazakhstani pork exported to China . This marks the first time that Kazakhstani pork has been qualified to enter the Chinese market, 。opening up new opportunities for pork exports to China , including frozen and chilled meat, by-products and thermally processed products . Aydarbek Saparov, Minister of Agriculture of Kazakhstan, said that the signing of the protocol is a milestone in the development of China-Kazakhstan economic and trade relations. It will not only push bilateral trade into a new stage, but also strongly boost the development of Kazakhstan’s pig breeding and processing industry, and is an important step in promoting its agricultural products to the international market. According to the protocol, China and Kazakhstan agreed to deepen cooperation to ensure that product quality and safety meet high international standards, and will pay special attention to inspection and quarantine issues.
Bolivian beef : According to South American research agency FaxCarne, Bolivia, a new member of the cooperation mechanism, also signed a new beef export inspection and quarantine protocol during the meeting, making Bolivia another country in South America that can export beef parts to China.
In addition, at the press conference held after the closing of the meeting, it was also revealed that stone fruits from South Africa, seafood from Turkey, kiwi fruits from Iran and dried cherries from Uzbekistan have also become new products admitted to China.
South Africa's Minister of Agriculture, John Steenhuisen, said that South Africa's trip focused on completing the issue of access to the Chinese market for stone fruits (plums, peaches, prunes, nectarines and apricots) , and will discuss and accelerate market access for cherries and blueberries , with a view to completing negotiations in 2026. Mr. Steenhuisen also revealed that the trade and commercial departments of China and South Africa are negotiating to ensure the implementation of 0% tariffs on all products exported from South Africa to China, with a view to enhancing the competitiveness of South African fruits in the Chinese market. Up to now, five fruits in South Africa, including citrus, grapes, apples, pears and avocados, have successively obtained quarantine access from China Customs, and more than 5,100 fruit production companies have registered in China.
3. With policy empowerment, the Delicious Silk Road remains unimpeded
Driven by the continued promotion of favorable policies, the channels for high-quality agricultural and food products from 'One Belt and One Road' countries to enter the Chinese market continue to expand. On October 14, 2025, the General Administration of Customs issued regulations on the registration management of overseas production enterprises of imported food (General Administration of Customs Order No. 280) to further optimize the registration process, improve supervision efficiency, and provide institutional guarantees for expanding the import of high-quality food.
The 8th China International Import Expo, which will be held in Shanghai from November 5th to 10th, ,will become an important stage for the 'Belt and Road' countries to showcase high-quality meat, aquatic products and other specialty foods. More delicacies from the co-building countries will use this platform to reach the dining tables of thousands of households in China.
